Tool Restriction #960

What is the problem?
Ive had these problems in the past, i installed a fresh darkrp on a fresh 
server. I went to Tool Restrictions and made some tools for Admin. I then went 
to a Non-Admin player and did allow tool for player, and did Allow, and he 
still cannot use it and now it says "Tool Restricted For You!" no "Tool 
Restricted for Admin!" and i also did allow on his name? 

What steps will reproduce the problem (or what were you doing when it
happened)?
When making an Tool for Admin or superadmin

Do you have any errors? serverside or clientside? If you do, which ones?

Please provide any additional information below.
This has been a problem for me for a long time, not sure if it has been noticed 
yet or, like the database or w/e is not saving properly

Also when i do the restrict per player part and do default it goes back to the 
message "Tool Restricted for Admin!" - Or the message its usually says, but 
when i do restrict allow it says "Tool Restricted For You"

??

Well after i restarted the server it got fixed. ...... D: I need to keep 
restarting for the tool restrictions to update?

Well its a fresh install i don't see what i could have done to cause it.

When you go to the Tool Restriction part and allow a tool for a player that is 
for admin the player gets the message " Restricted For You!" then when the 
server restarts it is fixed. ?

Try to be more clear with your bug reports. I'm having a really hard time 
trying to figure out what you're saying.

The bug you mentioned in comment #5 is fixed on git.
