How to sort Ranks & Permissions? #967

Hello guys, I wanted to know how I can make a VIP rank and give it permissions, 
I managed to set one in-game, but i couldn't give it any permissions such as 
what Jobs it could have. How do I sort out that VIP can get special jobs? 

Also, How do I make it so I can change permissions between superadmin and admin?

Can someone perhaps make a script for both of these issues?
