Admin ranks reset when D/C #968

What is the problem?
When an admin Disconnects from the server, there rank goes.

What steps will reproduce the problem (or what were you doing when it
happened)?
Help from you

Do you have any errors? serverside or clientside? If you do, which ones?
No errors

Please provide any additional information below.
When I set the rank of someone to admin, when they D/C then reconnect, there 
rank is back to default. EVEN ME!
