What is the purpose of the change

Change the config's value from uppercase to lowercase

Brief change log

tidb.sink.impl

JDBC -> jdbc
TiKV -> tikv

tikv.sink.transaction

MINIBATCH -> minibatch
GLOBAL -> global

Verifying this change

This change is a trivial rework / code cleanup without any test coverage.
