no cache id should _not_ be added to redirect url #1

If a tiddler is being added to a collection of tiddlers, the etag for that collection will change when adding a new tiddler or updating an existing one, so the nocache thing is redundant (in addition to being ugly)

still hoping this will get fixed, the logs have things like this in them:

GET /bags/purplestar_public/tiddlers.txt?select=title:SiteIcon&.no-cache=5ef009cb-244e-434b-9b51-35f4cba290a6
