User should receive a sign up confirmation email with specific content, including a link to Blip Notes #94

When a user signs up for Blip, they will receive a confirmation email. (This is dependent on functionality of this P2 enhancement: Hub https://github.com/tidepool-org/hub/issues/14.)

The confirmation email should include a message about Blip Notes. For example:

"Welcome to Blip! Now, you can add Blip Notes to your smartphone by clicking here. Then, add Blip Notes to your iPhone or Android homescreen (link to instructions). Blip Notes let's you add real life context to your diabetes data on the go."

This is currently a backlog issue. I propose we split it into two separate issues:

1) A manual email to be sent daily from support@tidepool.org to new sign ups. This would be P1 and include just the text of the email.

2) An automated version of the email that is sent upon sign up. This would be P2 and dependent on Hub https://github.com/tidepool-org/hub/issues/14.
