start of basic account tools:

cli allows us to audit all accounts for a specified environment that you have permission to view
also allows you to re-run the report for the same accounts

@darinkrauss not urgent but when you get the chance could you take a look

A bunch of comments inline. My only general comment revolves around error checking. Seems like there are a number of places that we could check for errors, but don't, and there are a number of places we just bury a potential error. This may not be a big deal at this point, so feel free to defer any/all of these updates.
