[WEB-1372] pass in keycloak variables if they're available #92

To support WEB-1372, allow defining and passing along relevant KEYCLOAK_ environment variables.

Upon further consideration, we'll need the ENV vars to be provided by the environments that the image runs on as opposed to being baked in at build-time, obviating the need for this work.
