[2_2_X][TIMOB-25435] Windows: Make module build plugin work #245

TIMOB-25435

I realized that the required plugin to build module (not sdk plugin) is moved to wrong place at some point. We want to move it back to Jenkins build work correctly. We also want to address TIMOB-25433 to make build work without --run-cmake whenever necessary.

I found that I also need to fix Jenkinsfile to make Windows module packaged correctly. We should have copied windows/sdk_plugins instead of windows/plugins like we did before. I will look into it tomorrow.
