address GHA failures re: minimum R version #1193

On main GHA, seeing:

  Error: 
  ! error in pak subprocess
  Caused by error: 
  ! Could not solve package dependencies:
  * deps::.: Can't install dependency emmeans
  * emmeans: Can't install dependency estimability (>= 1.4.1)
  * estimability: Needs R >= 4.3.0
  * any::sessioninfo: dependency conflict
