use rlang 1.0.0 errors #214

part of spring clean part 2 #213

This PR makes use of the new rlang errors:

add snapshot tests for errors from abort()
pass the error call through to abort()
mark errors from encode_unit() as internal

bonus:

fix the version required of hardhat from dev to release
