Changes for upcoming tuning package. #64

A number of modifications that will be used in future packages. There are some new developer-oriented S3 generics that reside in dials with some specific methods in other packages.

param_set() has been refactored and has more methods.
the grid functions are now generics
an update method for parameter sets is available (but the api may slight change again).
