export convert_matrix #220

The convert_matrix() function here and in recipes https://github.com/tidymodels/recipes/blob/main/R/sparsity.R are identical as far as I can tell. I say we should export this one and use it in recipes.

This way we can avoid any problems down the line of accidentally only updating one of them
