Update error style #192

Quick pass over the error style guide before the workshop.

Use rlang layout with ! bullets.
Adjusted the bullet list recommendation to allow contrasting two alternatives on the same line.
Removed recommendation to provide info bullets first.
We now recommend to show the relevant function call if possible, with a pointer to the rlang doc.

I edited directly and added some inline comments. I think we need more examples tying back to abort()/cli_abort()

I don't think need to resolve all my comments before Tuesday. We can merge so folks in the workshop have some up to date advice and then take another pass after conf.
