Nebula packets: no frame ID #177

On develop branch: When inspecting the nebula_packets topic, it was observed that the frame_id field in the header is empty.

This was observed on Aeva, Seyond sensors and probably is the same on others.

This is fixed now, although I can't tell you the specific commit anymore, sorry :bow:
