This information won't be known until late-Spring (April or May).

Per Zach:

Also one thing to add – by the time this tool is published, states will have already made their designations (they have until March 21st) for the next decade. So at that point, eligibility won’t be an issue. I think the relevant field to include then is whether a parcel is located in a tract that has been designated as an Ozone. So you can just use dummy data for now, as we won’t have that final list until April at the earliest.
