Run geometry-related suitability calculations on `parcel_sf_ready` instead of `parcel_ready` #64

This will add some cost to the operation because some parcels in parcel_ready aren't included in parcel_sf_ready, but it will prevent these long-running operations from running each time parcel_ready is changed.
