Fix draft law initiators/authors

Several draft laws that have ministries as initiators or authors, only in Georgian, link to a certain Adjara SC profile:

is there something in these ministries that contains the english or georgian versoin of 'asmat' or 'diasamidze'?

No, there isn't actually, and we saw that nowhere in her biography is mentioned "ministry", that's the mystery...

squished, i reckon, and also improved the finding process.

this dynamic linkage on every page load is quite expensive though and i advise to extend the draftlaw model to include a field 'representatives' which links to the representatives involved in that law. the linkage can be established on import or when the draftlaw is being edited. it would also give us automatically the possibility to link to draftlaws initiated/authored by a representative in his/her profile.

That is an excellent idea and one that I was hoping to do eventually anyway. I'll open an issue.
