Some parliamentarians pictures appear twice, under different names #173

On a "Voting records" page (example: http://chemiparlamenti.ge/en/what/voting/record/22574/), 2 (or more) different people can have the same pictures.

Try to see why this is happening.

Example: on the link above, the people called "Davit" share the same picture.
