Add explanation links to unclear items

Several things were highlighted as unclear by Tony which are now explained on the About page, but we should add links so that people can jump to the explanations (or perhaps better, display mouseovers). These are:

• Voting Attendance
• Draft law hearings
• Salaries

Let's start by getting a design for it.

That looks good to me, let's put marks next to:

• Base salary
• Additional income
• Other income
• Attendance
• Discussion stage (in the table header on the Draft Laws page).

Can we make them display popups on mouseover with the appropriate text from the About page?

This is now very important, lots of people are discussing this on FB and the attendance rates are the primary item of discussion.
