Increase size of comment box

The form which users can use to comment on a law is very small and only shows one line of text. making it larger would improve usability. eg. http://shenmartav.ge/en/what/draftlaw/07-3581-changes-to-the-code-of-administrative-offences-of-georgia/

It can be increased by dragging the bottom-right corner, but I agree, a bigger default size would be more inviting.

iirc it's because input/textarea fields have the same fixed height unless explicitely defined otherwise. will fix it soon.
