[v1.30] Update go-build to v0.89 #3447

Update go-build to v0.89 to use latest go v1.21 patch (v1.21.12 as of now).

Description

For PR author

[ ] If changing pkg/apis/, run make gen-files
[ ] If changing versions, run make gen-versions
