Allow non-whitelisting rules in vulnxscan whitelists. This makes it possible to use the 'whitelist' as a more generic record of manual analysis results even if the analysed vulnerabilities should not be whitelisted.
Add vulnxscan options --triage and --nixprs to help manual analysis.
Remove nix_secupdates, since all its features are now part of vulnxscan.
