Stats Service #12

Description

We need a service that can supply key statistics about all the tables and fields in our datasets. This will require background jobs that run aggregate queries on a regular interval to calculate stats over time. This data needs to be accessible to the Subscription Builder UI to assist with basic exploration and creation of queries.

To be planned and scoped.

Issues

This is going to be dependent on us developing some new data pipelines, which will be scoped out as a separate milestone (or set of milestones). Moving this to 90 days.
