Install Cookies and Consent Security Policy Plugin with TIKI WooCommerce plugins #26

TIKI WooCommerce plugins will use Consent Security Policy Plugin to handle cookie policies.

Upon activation, the TIKI plugin should check if the Consent plugin is installed/activated and handle its installation and activation.
