Add table to sync chain to keep track of which blocks have been backed up

We need to keep a record of which blocks are backed up to separate the work load of back ups from local chain minting.

Acceptance Criteria:

• Table should have the following: local chain id, sync date, sync hash
• Read and Insert methods (no updates or deletes)
• Method to find all un-sync'd blocks by joining to local chain table
