Add method to write blocks to backup

Using a presigned url, write a new block to the backup. When writing a block to the (https://docs.aws.amazon.com/AmazonS3/latest/API/API_PutObject.html) include the Object Lock configuration.

Acceptance Criteria:

• Block added to the right location in s3
• Block has object lock configured
• Record of the write saved in the sync table
