Keep app/os-level permissions in-sync with licenses #300

To easily keep license <> permission states automatically in-sync, the developer should be able to use special, dedicated usecase enumerations.

Requirements:

  1. define the enumerations
  2. add support for the enumerations to all sdks
  3. add enforcement/automated permission checking to the guard function
