WIP Bump js dependencies #27

This is a WIP PR that updates some dependencies, js build fails because perfect-scrollbar changed api and the old version is not there anymore.

To make at least dependencies installable with node 12. This bumps gulp to 4 and updates the gulpfile.js syntax.
