ci: switch to GitHub actions

Following changes have been made to switch to github actions:

ppc64le is not checked as there is no ppc64le runners.
valgrind is removed. According to jemalloc/jemalloc#369, valgrind is not considered compatible and tests with newer versions fail constantly.
no_std check is removed as jemalloc-ctl is no_std by default, build success suggests no_std is configured correctly implicitly.

A build state can be checked at https://github.com/BusyJay/jemallocator/actions/runs/1097683641, which doesn't include aarch64 builld.
