add document for v5.1: Get Started -> Features #230

What is changed?

TiKV's official website is planned to be refactored as discussed in https://github.com/tikv/website/issues/227.

This PR covers Get Started -> Explore TiKV Features:

  1. TTL (Time to Live) on RawKV
  2. CAS (Compare And Swap) on RawKV
  3. Distributed Transaction
