Building block on regression discontinuity in time #1137

Dear @lachlandeer and @kleintob,

I am creating a pull request for my building block on regression discontinuity in time designs. It includes an explanation of how RDiT differs from standard RDD, potential sources of bias in RDiT, recommendations to mitigate this bias, and an example of how to implement RDiT in R. The content is mostly based on Hausman and Rapson (2018).

Please have a look at the content when you can and let me know what you think I should change. Thanks in advance!
