1138: Changes to the article on command prompts to include WSL instead of Cygwin #1183

Hi @hannesdatta and @lachlandeer,

I've now updated the article on command prompts (Set up Command Line Tools) to include instructions on installing and setting up WSL instead of Cygwin, as specified in this issue.
