Can you confirm whether this happens on hardware? Could be a YM2610-specific quirk.

I don't have a real YM2149F, but I know in BambooTracker and Vortex Tracker II allow the envelope to be used on its own, it works on the AY because MAME emulates it. I'm not sure if Neo Geo is using MAME or some other emulator for the PSG.
