Update to broccoli-typescript-compiler@^4 #15

Without this, the problems script and VSCode's type-checking feedback are done w/ TS@^3, while the project is really compiled with TS@^2

Any issues here? AFAICT there isn't a non-hacky way for a libkit package to use TS@3...

@wycats following on our emberconf discussion, I think this is all that's needed for TS3 support.
