What is Geolocation accuracy and sensitivity for tile 38 ? If anyone can point me to the documentation, that helps as well. Generally it is said as 100-200 m. But specifically for tile38.

Tile38 isn't a sensor. Rather it's a database that received data that may originate from a sensor, like GPS. This means the quality and accuracy of the data stored in Tile38 is dependent on what is provided to it.
