Developer builds #1536

@springmeyer @incanus are you guys still using the developer builds infrastructure we built? I know there have been various builds (like the compositing preview) uploaded and passed around. Why not make that a developer build?

I have been when I do work on TileMill, which is infrequent. The only logjam I'm aware of right now is related to Gatekeeper code signing, which I need to get working in an automated way and is removed for now. It's basically a keychain unlock issue during console sessions.

I've been resisting making official developer builds until things settle a bit in mapnik, but will look to start doing it soon.
