Instead of following the standard, well-understood and expected scheme used by almost all tiled mercator sources in existence, our TIFs should:

Be 512x512.
Have internal 256x256 blocks.
~~Be named as if they were "even" tiles at zoom N rather than retina tiles at N-1.~~

Seems like we can have them named as if they were N-1 retina tiles, which makes more sense.
