Add optional config for exporting county and locality lines in boundaries layer #1981

The county line and locality line geometries in the boundaries layer are generally not shown in map styles so exporting them in tiles should be optional (with a config to turn them off).

We don't export county names in the places layer so no work is needed there.

File size also jumps up when we stop stripping the names and other properties (which also means more features because diff properties means less feature merging).
