We're missing small islands at low zooms from Natural Earth in the 1:10,000,000 sourced zooms.

Let's add the minor islands to land & their coastline coastline from Natural Earth.

This is the reason why the coastline is also missing (this Natural Earth source will go into earth layer, and water layer as coastline, like in https://github.com/tilezen/vector-datasource/issues/209).

Longer explanation: The ocean Natural Earth layer has the minor islands punched out of it, but we aren't filling those holes with NE content from minor islands polygons or coastline strokes, thus creating the discrepancy.
