Complete testbench and README for the trng core #123

The testbench core should have test cases for 100% of the core functionality. The README should provide a description of the core including functionality and API.

The following commits adds testbench, Makefile etc for building the testbench for the TRNG. The commits also includes updates to the README file to better explain the TRNG and its API.
