First stab at updating to tkey-builder:3.

Joachim says we might need latest and greatest yosys and nextpnr, though, so draft.

Works fine to build it, also to build the bitstream and apps. New shasum, but it is expected. The only question is if we should include goreleaser?

Might not be usable for us right away, but a preparation for the future.

Let's skip goreleaser for now, not sure how that works with signing releases anyhow. Verified the new build patch for the bitstream, these versions of yosys and nextpnr works and have been tested by us. Also verified building dev-apps and client-apps.
