No change of signer binary. Building with ./build.sh gives exact same key pair.

Use tagged versions of tkeyclient, tkeysign, tkeyutil.
Update all Go packages, probably closing https://github.com/tillitis/tillitis-key1-apps/issues/103 with modern Go compilers as well.
Modernize/harmonizes build script.
Use build script directly in CI & split linting to its own CI job, removing the gotools directory.
