Tactician sometimes does not remain in play

What steps will reproduce the problem?
1. Play/Discard all cards from hand except Tactician
2. Play Tactician with no cards in hand
3. End the turn
4. Begin your next turn

What is the expected output? What do you see instead?

I expect Tactician to remain in play after the first turn.  At the beginning of 
the second turn, I expect to receive no benefit from Tactician.

Instead, at the end of the first turn, Tactician is shuffled back into the deck.

It is a little tricky but apparently it is not a bug.
