LICENSE to LGPL2.1 #119

This PR proposes to update the Whippet.jl license to LGPL2.1 for the next release of Whippet. This will require than any and all future versions of Whippet remain open-source and LGPL licensed. Other works that merely link to Whippet or utilize input/output interfaces provided by Whippet are not under any copyleft restriction and may have any license they choose. Are there any objections to this?
