EBI Accession and HTTP Streaming FASTQ Processing

This pull request contains a number of new features!

• [x] --curl flag allows user to input web url of fastq or fastq.gz file instead of location of file on disk
• [x] --ebi flag allows user to input a single sequencing run accession id (ie. SRR1199010) as sole input; fastq file locations are fetched and then alignment/processing occurs via --http streaming on the fly
• [x] basic tests for --curl and --ebi

NOTE: In order to use HTTPClient I had to turn off precompile(), so it is necessary to rm ~/.julia/lib/v0.4/SpliceGraphs.ji before re-running julia dependencies.jl
