Julia 1.0 migration

Julia 0.6.4 is now in old releases and isn't generally available.

Any chance this could be addressed?

@datakid, Yah I'm definitely planning to-- but I have to wait until several larger packages update first. The smaller dependencies I can update myself. I'll try to throw up a roadmap for what needs to be done to make this happen soon.

This should be possible now. The roadmap to Whippet v1.0 looks something like this:
