Offscreen drawing attempt #51

What steps will reproduce the problem?
1. Open Gens.
2. Move window offscreen.
3. Move window back onscreen.

What do you see instead?
It draws what it should be redrawing based in the window (as it returns to
visible monitor) instead justified to the upper left screen corner.

What version of the product are you using? On what operating system?
about claims:"gens 2.11"
Windows XP

Please provide any additional information below.
Video card: ATI Mobility Radeon X1300

Additionally, if you frame advance while part of the window is offscreen (and 
still
focused), it instead draws the portion that should be in-window, justified to
upper-left. If not focused when frame advancing, it draws a portion of that, 
but I am
not certain what determines which part it draws.

This has been true for as long as I have been aware of Gens. I have no clue why 
it
happens or how to fix it, and since it's easily avoidable on the user's end, it
really doesn't seem worth the effort to track down...

Fixing issue 29 requires fixing this first so it's kind of a duplicate issue 
anyway.
