IRC issue IDs off by 1 for all issues after #51

What steps will reproduce the problem?
1. Create or change status of an issue

What is the expected output? What do you see instead?
I expect to see the bot report the issue, with the proper ID
Instead, the bot reports the the issue with an ID of one less than the
correct one.

It's really only a problem because of the links included when issues are 
modified.
