VBA-24-m: Slowed down emulation causing desyncs #78

In GBC Wario Land 2, sometimes the emulation slows down for no apparent reason 
when playing, to the point where the game runs at less than 1 FPS. Savestates 
made while the game was slowed can't be fixed, even when re-opening the 
emulator. Fastforward is affected as well, it runs at a decreased speed. When 
this problem occurs while recording a movie, the movie will desync upon 
playback. 

The slowdown problem occurs in many parts in the Out of bounds area (you can 
use a wall glitch to access said area), and in the first room in the "really 
final chapter" so far.

This movie places you in the Out of bounds area in Chapter 2, Story 1, room 2. 
Jump around for a while and eventually the emulation will slow down.

This problem occurs in the latest VBA-24-m revision, even though I think at one 
point it was said to have been fixed. Other games may be affected as well, I 
don't know.

Additional info: 
The problem seems to happen if some condition is met. Once it is met, the 
emulation will slow down everytime you save a state, load it and repeat (save a 
new state, load that, etc.).

So this is a GBC emulation bug instead of any movie recording bug. It is not 
the same issue as the one that revision 371 resolved.
